The Land Use Division is responsible for the administration and enforcement of land use regulations for county administered areas.

It is important to read the questions carefully! The fee for your project is calculated by the information provided in your online submittal form. Unless you have multiple projects you are proposing, please check only the boxes that pertain to your project. Administration of Zoning Township/City

The St. Louis County Planning & Community Development Department is available to the public through online, phone and walk-up services. Please be reminded that land use and onsite wastewater permits are available online. You are encouraged to complete applications and make payments online. Please call or email staff if you need any assistance. In addition, drop boxes are available for people to leave paperwork and payments at any time at the Hibbing Annex building and the Government Services Centers located in Duluth, Virginia and Ely.

Upcoming meetings of the St. Louis County Planning Commission and Board of Adjustment will be open to the public and live streamed via WebEx, giving the public the opportunity to watch and listen, and even speak. Citizens can submit public comments relating to the public hearing using one of the following methods: 

  • Preferred method: Email your comments to Jenny Bourbonais, St. Louis County Land Use Planning Manager, at bourbonaisj@stlouiscountymn.gov.
  • Mail your comments to one of the St. Louis County Government Services address (located in Duluth or Virginia).
  • Provide testimony in person the day of the hearing. It is requested that you contact our office if you anticipate in-person attendance so that we may ensure social distancing measures.
  • The public will also have the opportunity to raise your “virtual hand” while utilizing the WebEx software during the public hearing. To learn more about WebEx, please visit www.webex.com.
