Triage
St. Louis County Public Health and Human Services (PHHS) has two triage teams, one team based in Duluth and one team based in northern St. Louis County out of the Virginia office. Both teams are comprised of two people; a social worker and Economic Services and Supports (ESS) financial worker. Triage teams serve as a point of contact for difficult or extra challenging situations and a referral source for internal and external partners. The teams also serve as liaisons and points of contact for PHHS staff and social services available through PHHS (i.e.; foster care, elderly waiver, intellectual disabilities).
The northern St. Louis County triage team also serves as a Bois Forte Tribal liaison.
The southern St. Louis County triage team also serves as a point of contact for housing, rental and utility assistance needs beyond emergency assistance through ESS.

Family Homeless Prevention Assistance Program (FHPAP)
FHPAP is funded through the Minnesota Housing Finance Agency (MHFA, also known as Minnesota Housing). FHPAP assists families with or without children, single adults and unaccompanied young people (ages 18 - 24) who are unhoused or at imminent risk of homelessness.
