HOME-Program-Affordable Housing

Federal funding for affordable housing activities in St. Louis, Cook, Itasca, Koochiching, and Lake Counties.

St. Louis County serves as the lead agency and fiscal agent to the NE Minnesota HOME Consortium. The HOME Consortium encompasses Cook, Lake, Koochiching, Itasca, and St. Louis County (outside of Duluth).


Communities, housing and redevelopment authorities, and nonprofit agencies within the 5-county region excluding the Duluth city limits.

Focus Area 

Down payment and closing cost assistance for first-time home buyers.


St. Louis County was notified of funding award from the American Rescue Plan Act to the HOME-ARP Program covering the HOME Consortium counties.  The City of Duluth receives separate HOME-ARP funding.

The HOME-ARP funding is targeted to assist qualifying individuals or households who are: (a.) homeless; (b.) at risk of homelessness; (c.) fleeing or attempting to flee domestic violence, dating violence, sexual assault, stalking, or human trafficking; or (d.) at risk of housing instability or in need of services or housing assistance to prevent homelessness. This project is currently under development.

NE MN HOME Consortium HOME-ARP Allocation Plan 2023

St. Louis County will receive public comment on the NE MN HOME Consortium’s HOME-ARP Allocation Plan for proposed use of funding from the U.S. Department of Housing and Urban Development (HUD).  Funds totaling $2,042,540 will be used for three primary purposes, including (a.) acquisition and development of non-congregate shelter beds/units; (b.) acquisition, rehabilitation, and new construction of rental units; and (c.) program administration.  The Allocation Plan involves funding from HUD’s HOME Investment Partnerships (HOME) American Rescue Plan formula grant.

Process & Guides

  1. Program Announcement: St. Louis County annually announces acceptance of HOME applications through the county’s Consortium network.
  2. Public Meeting: County staff facilitates a meeting to discuss program information, provide application forms, and announce available funding. Community and agency input is requested to funding priorities, current client needs, and any gaps in service.
  3. Submit Application: Applicant submits application.
  4. Review and Approve Project(s): Submitted applications are reviewed by county staff and an advisory committee that provides a funding recommendation to the St. Louis County Board.
