ABOUT RACES

Radio Amateur Civil Emergency Service (RACES) is a volunteer group of Amateur Radio Operators, also known as HAM’s, that dedicate their time to assist with emergency back-up communications. Members are licensed by the Federal Communications Commission, and are experienced and trained in communications along with equipment usage and deployment.

Amateur Radio was formally included as part of the emergency communication community by the Department of Homeland Security in October 2006. St. Louis County RACES operates out of both Duluth and Virginia, and they are currently accepting applications for new members.

Backup Communication Roles

In addition to providing health and welfare communication for local events like Grandma's Marathon, RACES can assist with communications for many types of emergency or community needs. Some examples may include, but are not limited to, the following:

  • Fires
  • Evacuations
  • Shelters
  • Severe Weather
  • Natural/Man-Made/Technological Disasters
  • Law Enforcement
  • Fire Departments
  • Search and Rescue 

What is ARES?

Amateur Radio Emergency Services (ARES) consists of licensed amateurs who have voluntarily registered their qualifications and equipment, with their local ARES leadership, for communications duty for public service when disaster strikes. ARES can be activated by local, county, and state jurisdictions to serve.

Training

St. Louis County RACES/ARES members have been trained in the use of the ARMER system, the Incident Command System, and the following FEMA courses: ICS 100, 200, 700, and 800. 

To continue to be a licensed Amateur Radio Operator members must comply with FCC rules. 

 

FEMA courses are designed as an independent study course and can be completed free of charge.
